The System Security Surveillance Contract provides a framework for engaging a Cyber-Security Officer as an independent contractor or consultant to monitor customer systems for security and suspected terrorist activity. A key issue is defining the System to be monitored, as well as the authorities to be contacted in the event of a potential system compromise. The term “compromise” and “risk” are broadly defined to include the professional judgment of the Cyber-Security Officer. Typical terms of art as used in the industry, including “virus,” “worms,” and “out-of-service,” conditions are included in the definitions.
